Notification Center arrow bug when using dpi scaling on 8.1

When using dpi scaling in Windows 8.1 the small arrow used to expand the notification bar is bugged.
It appears lower on the task bar and is half hidden.
It's almost like the arrow box gets scaled up more than normal and it doesn't adjust properly.

The picture below shows my entire notification center, all the way to the bottom of the screen.
Notice the small arrow on the far left.
That is the expand button for the notification center, half hidden.


If there is a way to fix this, that would be greatly appreciated.

How to Fix Notification Center arrow bug when using dpi scaling on 8.1 with SmartPCFixer?
